What you are missing is the concept of "chassis" which is not evident to the player. Take a look at the various chassis.csv files in C:\Program Files (x86)\Slitherine\Order of Battle - WWII\Order of Battle - WW2_Data\Content\Data. When I tried this, I had the impression that the issue is that both installations share the same \Documents\My Games\Order of Battle - WW2 folder. In particular, the Settings folder. This appears to confuse both of them.
