you can still finish the game and see in the final history replay what happened. You should be able to find it in the list of historical events.

Hmm I cannot say for sure but if there was no such notice that you are getting closer to the military victory, it might be related to some kind of big event like broken federation or plague happened the previous turn?

Hello Jack, it is not possible. You should think about the list of agreed treaties as something like "current agreement". You cannot just pick the cherries. Massilia is the only nation which is able to build greek army type and "barbarian" army type from the beginning. They used to hire mercenaries from north. You can dock your boat in any coastal town which make it safe.
All the factions in game were tested on normal difficulty if player can win with them and it is possible.

You should also train your units with improvements and take advantage of terrain which is in favour of your army type.
