You need to play the campaign first. Scenarios will be unlocked after you finish the campaign.

Playing a multiplayer match, Peninsula Invasion map as UK. I´ve got 3 Air Command Points in the 13th turn. Any plane can´t be deployed though, there isn´t a single "spawn hex". Am I missing anything?

I am not sure if this bug was repoted yet. The problem is this specialisation allows to buy ships cheaper but players can sell ships for the original prices. Sorry, but multiplayer takes a lot of time. You cant just drop a game for a few weeks as in singleplayer, that would be rude to your adversary.
