IIRC Samnites can be an ally for some army/armies which do not overlap with Samnites. Not at the game atm, but doesn't for example some Carthaginian armies have samnites as a possible ally, even though that/those carthaginian army is outside the existence of the Samnites?

For three players, where one wants to be Rome, I would suggest the other two take Carthage and Macedonia. That way you all have pretty same strength positions to play, and you get to naturally interfere with each others goals :)

You have to form the province to get access to the provincial units. Ie you have to own more than half of the regions of the province, and then actually form the province, and then the next turn you can recruit the provincial units.
