You already do. Restocking costs for vipers and missiles are applied at the start of the next battle.
Only when employing daidalos in that fleet it is free.
The losses are just very small.

No it neither is useless or needs a buff. Maybe a small one would be oke, maybe larger munition supplies or a third munition slot.
