Does the player ever lose RP's between scenarios or they just keep adding up? There can be few rare cases where the player loses some RP as result of a triggered event - usually explained in objectives and/or text popups. But normally RPs keep growing, but of course you spend a good amount of them ...

No, this isn't about holding VHs, the scn is not designed for it, and we'd have to add another set of triggers if that would be how the scn should play.

Ppl can get an early win in case of a full victory, but need to play the complete number of turns if they do not. That is intentional.

Eff. loss seems to happen indeed in combat, but not in moves now. Needs to be clarified - I prefer the prev. state as well.

Did a quick test, and while I get similar in the editor, it looks fine in the game for me:
