The problem with garrison transports is that they are easily used as blockers for naval invasions so even if the UK for example has a strong fleet they can't stop an axis invasion blocked by garrison units.

Sorry it has not been updated for the newest version so it is not valid any longer. I am instead working to improve the new patch for us. At some point I may revisit the idea, but for now I have not done so.
