It's my guess that rating attack higher than defense is for gameplay - that cat-and-mouse game you mentioned. Growth of population goes so well because there is nothing that eats those piles of food. I think that a percentage loss of the food stockpiles each turn could slow down this effect. That percentage being equal to the current number of people in the region makes bigger population centers suffer more...

Did you see the special fortress the Mauryan Empire has. It can send armies east and get a bonus representing gains made there.

The attack defence feels weird. Those numbers could be used for field and siege battles.

There are subtle differences in needed and bonus goods, and import of goods out of trading range only works for the building asking for it and paying a steep price. So general rules have exceptions.

Winning a battle and demanding war compensation instead of taking control comes to mind as a diplomatic tool to punish those raiders and avoid taking regions you do not want.

Switching nations sounds amazing, acting as a leader your dead makes you switch to another nation that gets a new leader. So you play in the same game from different angles. Adding all scores for an endscore. It's probably just daydreaming.
