I agree that the HF (if clear of the LF) could intercept if that put the HF beyond the front of the LF. If they come up short, then you have a chicken-and-egg situation on step-forwards. I think that a step-forward contingent on an intercept should not extend the charge path to allow that intercept....

Unfortunately, the value gaps are (a) pretty vast; but (b) not uniformly so across troop types. So, Poor skirmishers are not so bad, but Poor battle troops are horrible. If mixed BGs get POAs based on their front rank and dice based on their number of ranks (e.g., Sw in front rank give POA to non-Sw in back rank), why not do the same for Spearmen in mixed BGs. Mixed formations are usually good value until they lose a base and the bow moves forward into the front rank, at which point they become quite weak.
