Panzer Corps 2 is the closest equivalent to this game. An OoB2 may see the light in the future but afaik there is no roadmap to it.

The one change I'd wish for the most would be the ability to stack more than one unit in a single hex, making them much more susceptible to losses in exchange for the ability to attack en masse. Thats a questionable advise. 1. If you spread out your attacks you do more damage, but you receive more damage as well. 2. The crippled units can retrat, repair and return some turns later. I would almost always go for the killing blow. Thats even more important against ground targets. All OoB play...

Either there are too many teams or units with the same hex to achieve. I'm currently trying to solve this issue in the land version. Have you tried using the 'defend hex' combination instead of 'capture hex'? Land battles don't have this problem and I'm sure it's not a same hex target so I'm stumpe...
