My suggestion is: in each scenario, enemy units’ experience level is not fixed, but base on game difficulty and player’s assigned units strength.

Cannot agree any more. better scouting behavior will result so your expensive armor stop getting surprised by sneaky hidden ATGs. I totally agree your points of "captured equipment". But I think a lot of people will still love the idea of "captured equipment", which is nice feature in terms of game play.
