My suggestion is: in each scenario, enemy units’ experience level is not fixed, but base on game difficulty and player’s assigned units strength.

Cannot agree any more. I totally agree your points of "captured equipment". But I think a lot of people will still love the idea of "captured equipment", which is nice feature in terms of game play.
