I think the new Pot Luck vs Pot Luck format with geographical/historical settings and maps conforming to the chosen armies is a good format. It's up to you, and can depend on the army and map. A general default might be to put the Field Commander commanding the troops in the middle and a Troop Commander on each flank. Or if you've got a cavalry contingent give a Commander to them. Maybe give one to the point of your army's spear, like so...

They're best against cavalry and armoured units. You could use other cavalry or light cavalry to engage enemy cavalry units first so they can't evade when charged by the cataphracts.

There's also cohesion tests from things like taking missile fire, adjacent units routing and generals dying.
