I really like the SdKfz 7/1 precisely because of the high RoF. However, its half-tracked movement of 5 means that the unit is not very mobile during winter scenarios. If you are open to trying games released in the 90s, I would recommend SSI's Fantasy General, which is based on the Panzer General engine and combat mechanics. It's available on GOG at an affordable price. Also, the game is relatively bug-free (Sovereignty, I'm looking at you).

Yes, TSPC37730 mentioned the snow idea. SdKfz 10/4 makes a lot of sense in scenarios with frozen ground because the 5 movement of the 7/1 (and 7/2) just makes it hard for it to keep up.

Agree with all the uses mentioned so far. One other use: jack up massive attack bonuses.

The recon is a good example of how a unit type can be valuable if used appropriately.
