I take it you're playing the DLC campaign. In the original campaign, all of Alexander's successor states start with access to them. Not sure about getting them in the DLC scenario, though.

That's rather vague. It's possible that it's referring to playing out battles in FOG2, I am not as familiar with the mechanics there, but in FOGE combat resolution I'm pretty sure it makes no difference.

Even 0-0's give a bonus to siege rolls, and having a general is required to use the Retaliate order. Only "need" goods get imported, not "bonus" goods. In order to get the bonus, the good has to be either produced, or imported by a structure that "needs" it, within an adjacent region.

Units can evade damage when losing a duel if their movement speed is higher than the opponent's. This is separate from the extra fatigue margin. I think it's 1 damage negated per 2 points of speed difference or something like that, not sure about the exact formula.

You get a notification in your capitol when money gets stored in the treasure, and that will upgrade the building into a form that should (as I understand it) give money when disassembled.

It means that they'll still inflict a point of Effectiveness damage on the opposing unit in duels when they lose the duel, provided they lose by within the indicated margin.

By default, each faction gets a flat upkeep reduction for 10 of their units. Most likely, your Mercenary Hoplite replaced an unit that costs less money, but has a manpower cost among that 10, causing your manpower expenditure to increase.

One of the patches changed the free upkeep into a flat decrease to the upkeep cost of each affected unit, so it doesn't necessarily cover the entire cost if an unit is expensive to maintain.

You can bribe whoever owns the territory until they like you enough to sell it to you, then raise an unit there. Or buy a suitable staging region nearby if the territory is not under anybody's control.
