"CommanderEuropeAtWarGrandStrategy-SetupRelease-300.exe" installs and runs, but the 3.1 mod won't run. The splash screen(s) display but it won't start and no log file is created <sigh>. I have a Win7 x64 game box with a couple of high-res monitors.

It's been awhile guys, sorry, but I'd like to see a concise description of the changes for 3.1 before I install the update and possibly mess up my 2.1 update.
The .org FTP site doesn't seem to be available anymore for pdf downloads.
Is there a new location for manuals?
