its a little bit misleading. The effect lasts one turn but may repeat the next turn. There are decisions especially the legal and religious ones that allow you to convert regions in unrest out of it. Alternatively it will change after a while by itself

you build up disloyalty by the number and type of population - your own ethnic group, other ethnic groups and slaves. the example above is what happens as you have more & more of your own ethnic group. well I can't work it out exactly due to how you are showing the info but lets assume all your 26 are your own nationality. so from 6.4.3 of the manual and the 1.2 patch notes, you get 4*2 = 8 4*3 = 12 4*4 = 16 2*5 = 10 2*6 = 12 2*7 = 12 8*8 = 64 so that is 134 loyalty penalty. a guess from your screenshot is you have 26 pop pts and very few loyalty generating buildings. Remember the welfare bonus (ie using pop in culture to generate loyalty) is capped at 30% (if I recall) of the base value. Your base value is very low so the +30% is not really helping. well you do - the battle display will show the experience of each unit in combat - its a critical part to determining how effective they are

Now this only seems to happen when they are exactly the same type (so slaves-slaves; indy germans--indy germans). So if the number of such armies is small its no issue. yes its a modifier that kicks in if you have 5 tokens but don't advance. If you drop to 4 then this no longer applies.

so there are a few options around this transition point and how you manage things.

you can ignore the option, its a good time to reduce pop-culture allocation and concentrate on other aspects. you build up age related decadence much quicker so if you are doing this, grab the reduce govt age decision when it comes up - but watch out for the risk of losing a progress token. whichever one has the lowest MP cost to enter. remember the movement phase is conducted in steps, every moving unit expends 1 of its MP, then they all expend the 2nd, at some stage some stacks run out of movement, so more MP is not 'faster' its further. so if stack A would expend 2 MP to enter and B...
