Is there anyway to give a province to another player short of war?

If I want to give a region to another player, an ally, how would I go about it? Is war the only way?

c) If you 'just arrived' from another region you are not defending
See my post in tech support titled Possible bug attacker/defender for an example in which a just arrived army is designated as the defender instead of attacker.

Possible Trade Range Bug?

I want to build a preceptor house in Media which needs papyrus. Looking at Babylonia with Papyrus, it has a trade range of 5. Looking at the jpeg, we can see that Media is within the trade range of Babylonia and should be able to receive papyrus as a trade good.

The defender in a battle is the side with the biggest number of units not having moved this impulse (the only exception to this is if the defenders have sortied from a besieged city). Harsh weather

I know harsh weather prevents movement into certain types of regions. Is it also suppose to reduce troop effectiveness when moving? If so, should troop effectiveness be reduced in all terrain types if moving during harsh weather or only in certain types of terrain?
