I agree that splitting/organizing armies is a little too fiddly and could use some streamlining. But I have to say you are inflicting the problem on yourself. No way you should have stacks of 50-100 units. Beyond maybe 30 it adds nothing to your combat capability, devours all the supply in a region...

Thanks for the response. So does that mean that if I have a 10% manpower discount in one region in the province and a 5% manpower discount in another region in the province I will only get the 10%?

I’m playing Athens at war with Macedonia and I’m proposing a peace treaty and Aeotolia is not on the region list (I occupy it). Is this a bug or am I missing something, e.g. something to do with the oracle?

I haven't played Athens, but you could try to become Macedonia's client state. You can keep playing as Athens until you feel strong enough to break the relationship. You will get dragged into Macedonia's wars, though. Thanks, I was defintely thinking about that route but didn't go down it this time...
