Modding mapview.text precluded

I tried to mod the mapview.txt in order to enable the possibility of looking the units from a different and nearer perspective but when I close the modded file it says I'm not authorized to modify it. Does anyone know how to overcome the problem?

In fact, having a check at the game, where I'm playing as the Ptolemaics too, I noted that at the moment I have only 4 stoas and, yet, at every turn my economy got crushed.

Maybe is really a bug affecting this faction ... :?:

Sorry to disagree but the "Merchants and Patricians" decision is one of the most useful in the entire game, expecially for all the nations that got penalties in manpower.
