The Numidians' deployment of masses of light javelin horse is historical... though probably not enjoyable to be on the receiving end of, especially if you don't have the right army composition to deal with. It's the same thing as fighting Parthians, really.

And this sort of thing happened in the Holy Land as well, with Crusader states allying with Syrian Muslims to fight other Muslims.

Perhaps the chance for a unit to anarchy charge should be tied to the Impact win %, or if the unit is taking casualties from missile fire?
