I think Medium Foot armies are slightly too strong, but I think the problem can be overstated. Part of that win % difference though is the additional 50POA the Brythonic foot get as Swordsmen once the spears are disordered though, to be fair. Hoplites vs Thureophoroi would be a more informative measure.

Keep in mind though, there are Impact abilities that only trigger when your unit is charged. For example, Attached Light Guns give +50POA when charged, but not when charging.

Loose warbands get the additional -1 for losing in the open, which close order don't. So there is a difference.

Greek Warfare: Myths and Realities by Hans van Wees. I don't necessarily agree with every conclusion he comes to, but it's a refreshing look at the topic.

And of course you can't go wrong with Thucydides.
