To be fair we started a game explicitly with the intention of encouraging diplomacy, so maybe that might help your problem. There are a few around. I think games run by Geffalrus and 13obo tend to be those.

Getting large is not one of the reason ? Rome became a massive empire so did Seuleucid, Parthia and Maurya . As I see it now objectives and glorious state is more a punishment then reward. I always find this question a bit weird though since people talk about absolute numbers (i.e. Decadence<Culture). Do they matter for something? I thought since the aging/progress is a ranked structure, it only matters relative sense. I.e. you only need to do better than 25 other civs to stay out of ...

I have been part of that chorus to improve the diplomatic game. I just see this as a limitation on players choices rather than a new option.
