Too often the replay facility is in the wrong order, units walk into the sea and then a ship arrives, or a ship moves across the ocean, then a unit runs across the sea to the ship. Once you annex a country, there is no way back, the player is terminated. He can come back to life in a civil war but it has nothing to do with breaking a federation.

So the program expects there will be at least 1 bonus city and if there are none at all it crashes. I cannot tell you why it was crashing before (you would need to send me that ag file) but I can say for sure that this is not the reason.
