I feel the same as you, in my opinion there's a problem with the way battles in Empires are managing the "Defense/attack" side of things. I'm going to mention it in the Beta part of the forum because I don't get if this is working as intended or not

treat this with some caution as I'm struggling a bit. my interpretation is if you have a version of say 'factions' in your mod folder, then any column you have retained for your own purpose will over-ride any global changes (or stop them in effect). if you've either not got your own version of one ...
