I am sorry to say - you invented a solution for a non existing problem. As difficulties can be chosen from dlc to dlc, for the "steamroller" players the solution was very obvious - raise difficulty. From mid GC43 onwards I use 6 PzIVs, 3 Panthers, 3 StuGs, and 1 Tiger until the last scenario of GC44 East. After that the Soviets simply have too much quantity and quality for me to keep up. I either have to drop the difficulty down to FM OR I give in and upgrade most to Panthers.

I've never been a fan of prestige as a mechanic for balance - the cumulative snowball effect making later content either trivial or impossible. Depending upon whether you're playing GCEast or West you might find that 4(+2) tanks is too low. IMO the best way to play is set the difficulty *higher* than you feel comfortable with, then use the cheat codes to balance on the fly - there are no achievements in the game so the only thing that should drive you is your own enjoyment. Heroes and medals aren't tied to experience at all but rather by the number of strength point kills the unit has achieved over it's life. Play on a large map with a low number of Civs and due to penalties that higher number of cities imposes you will see huge amount of terrain "empty" between them, where you can do all sorts of maneuvers.
