I don't think the ability to overstrength without experience is going to work at all as a game mechanic. It's far more optimal to deploy fewer core at 15-strength than any other strategy. At the default difficulty levels, without the +5 strength boost in Manstein, the AI refuses to attack those unit...

One other note on the unit experience table: I think fighters should gain +1 air attack per 100 exp, but +2 air defense, instead of +2/+1 currently.
