It's the editor_scnparams.htm file in UI. Copy it from the main UI folder and put it in your Italian Campaign folder for GME and voila - is all good. Yes, it is 605184 Bytes big (so 591Kb). I downloaded it last time yesterday (to try it again). Did you used the italian campaign files with jsgme? Another quick solution is to open DLC's campaign.pzdat file in Notepad and divide all prestige numbers you see there by 2.
