Yeah, the tool tip for sub's states that you have to surface to recharge your batteries, but this doesn't seem to be the case: you never have to recharge. I don't think building airfields would be OP if its was made to cost a lot - say, 100 RP - took multiple turns to complete, and could only be done on flat terrain. This is a savagely addictive game

Well done. The new game system is great - supply-lines related to zone-of-control really adds an extra factor over the old Panzer General system. I've been playing this game non-stop (except for work, and brief breaks for food and sleep - my wife hates this game :D ) since I bought it.

I'm not sure this is an explanation because:

1) It only started with the new patch.

2) Germany still pays upkeep, all the other countries do not pay anything.

3) The upkeep allowance is only an allowance for a certain number of units. Why isn't this allowance exceeded?
