The buildings still can be constructed and function as normal, but oh god, the texture....
May be because I am using a 0.73 save, so don't take my word for it.

I believe not. Many astronauts are already featured in many novels, stories, games, amd movies, sometimes without their permission. They're treated as historical figures, not celebrities...and you don't need to send money to George Washingtons grave everytime you feature him in a game, do you?
