Yes. You remove one or two bases from the same or opposite ends of the front rank and place them in any other rank (in this case the second). Then youmove other bases to make the formation legal. Page 44.

I'm looking at some of the points values for troops. MF, Armoured, Average, Drilled, Swordsmen cost 9 points each. MF, Armoured, Average, Drilled, Polearm cost 9 points each. The main difference being that the polearm chaps are much, much better than the swordsmen. In pretty much all circumstances....
