My only concern with 1 a is because of the "unit out of supply unit loses steps rule". I think those with a port should have at least SL1 to reflect minimal supply still managing to come in (eg Leningrad, Malta, Odessa, Gibralter) . Otherwise my vote is 1b due to unforseen consequences.....

I have a question. Historically it took the Russians much longer to make back what they lost in 41. Will they have to re-gauge their rails, or do they automatically get supply level-5? I dont see a big issue with this as there are quite a few downsides for the british in doing this. Its up to the axis player to exploit them...

this is why you need top play a game against this you describe what we all would normally do, but you are missing a few points: 1. Moscow and Stalingrad are lost in 41 2.
