Yes the *0-6 for the fully armoured Gendarmes should be *4-6. Basically if there were German Gendarmes, they were brought by the Counts of Holstein, etc. who then pretty invariably would also field their well equipped retinue. Swedish Rebel allies... The only way to do such scenarios and make it a tournament is to provide set scenarios that the players 'rotate' though. Depends what you call the Frankfurt area. I live in Giessen, which is roughly 60km North of Frankfurt. There are at least 3 FoG players I know of in or very close to Frankfurt though (actually I know there are some more in the area who play FoG at least occasionally but I don't know them personally)...

No, obviously that wasn't intended. It's a side effect of me building the new page in German first and testing it for a few days on the German site. Given the scope of the changes it was far easier to redo the translation then to try and modify the English page. Seems I missed changing some the link...
