1st turn in 1918 scenario

twice longer railway move, if its that balkan one infantry (efficiency is lowered just to 9)

Yep, cheating, but not the way you presumed: that unit was created by the "Instadeploy" function: a function that allows the AI to create units in cities that are out of the player's LOS. Per default it can use this function up to four times.

are u sure?

it can deploy it and move by rail in same turn?

then still i dont understand, why not to deploy it just nearby and move by foot there
