Minus PoA for shooting at mounted

What was the thinking behind this? Is it supposed to represent horsemen being intimidating? Or less tightly packed?

To ensure that they are not too vulnerable to shooting, especially from firearms. The original play testing showed that without it mounted were unhistorically vulnerable.
