Restoration British/Tangiers Garrison questions

I have three questions relating to the Tangiers Garrison list:-

1) Dragoons: Can these be fielded (and if so, how many), since they are not explicitly excluded in the pre-amble to the Garrison list?

2) Horse: Does the maximum of 3 BGs of horse include the Spanish mercenary BG?

3) Artillery: Am I correct in thinking that the field/light artillery minimum does not apply to this list?

Yes, normal amounts per the date restrictions.

Yes.

Specifically excluded by the *ed minimum.
