That's because Panzer Corps might be making different system calls then your other games do. It can be an issue related with your drivers, system configuration, a software conflict...
This only happens with the Steam version and after a recent Windows 10 update. Only a very small group of players seems to be affected. That's the reason why we need to look for more than one or two DxDiags reports.

There's no way to "mod" my steam copy to run like the Slitherine version?

Maybe replace a file here and there...

Well, it seems that map scroll speed wasn't hard-coded.

I edited an "options" file with notepad and now I can scroll much faster.
It makes the game hard to play if you have to make fine small movement but at least the godawful lag effect is much less noticeable.

If it can help you developers, I noticed that extra fast scrolling over crowded laggy areas creates some evident screen tear, likes you would see in a game that has no vsync.

have you by any chance got a gaming mouse? eg a high DPI one?

as this can happen with high end gaming mice, i own but don't use on my test pc, but do have one on my gaming rig a 16,000 DPI mouse, next to useless with hex based games but works a treat on high end FPS, which is what they are made for, not slow turn based games.

i also own a full size mat, not a mouse pad, but a 48inch by 24inch desk mat which again goes well under everything but gives a great service to play on with a highend High DPI mouse and slip free for both etc, over kill for war games, so in another words have you tried another mouse even?

turn based need a low end slower type of mouse, almost the most basic which is what i use for them.

just thinking out of the box and seeing if anything else is in the mix which may help, as tbh same spec of pc and windows used with no issue on steam or site version for me, so can't replicate it either

only if it's a high DPI one, as that causes issues for me it quite a few slow games, so i use a standard USB cheap one, a couple of quid types, laser eye optical ones so nothing to clean etc and corded as i don't like the battery ones either and have no issues since, so hope it works the same for you, same is true with keyboards tbh, but i only use a cherry programmable one now on gaming rig, Cherry RGB Mechanical Switches which will or should last a life time and at 6 years old, proves a point, but also use the bog standard Microsoft ergo ones for test pc, so have a few to swap if one gives an error

It's a high dpi indeed.

Will try this tomorrow but it's probably something engine-related.

new drivers out for Nvidia as well, if you grab them and try them, also follow my guide on how to install them and see if that worked any better if the mouse works or not

GeForce 416.81 WHQL

fixes quite a few flicking issues in quite a lot of games, so to rule out drivers etc as well, always worth a try

It will only use the video card if Windows is set up to use HW acceleration for GDI.

It is unfortunately entirely reliant on the video drivers and Windows interaction. It is likely to be found on the nVidia panel. Though note that you are still unlikely to get 'smooth' scrolling of the kind you would see in a DX game as GDI isn't really designed for that kind of operation, so it could be that the game is running correctly already.
