have no idea how balanced it is, but its intended to be more historic. A few notes of great importance:

NAVAL TRANSPORTS COST 10

intended Optional Rules:
1) Anglo-French cooperation - UK limited to 2 Units in France until Italy is at War
2) UK & France cannot move forces in Med until Italy as at war - includes French unit in Marseilles and garrison in morocco
3) UK cannot move DD from Quebec until Italy is at war (this is the 50 DDs from USA)
4) I would also suggest my garrison rules and east front garrisons - 1 unit required in each Polish City + Konigsburg until at war with Russia, (not until the turn after poland falls) and 1 unit in each capital city (only) for all occupied nations.
5) Also minors have limits:

Rumania - 1 corps must remain in Rumania - only operate in Yugoslavia and Russia
Hungary - 1 corps in hungary - only operate in Poland, Yugoslavia, and Russia
Bulgaria - 1 corps in bulgaria, only operate in Yugoslavia, Greece, or Turkey
Finland - 1 corps in finland, only operate w/in 6 hexes of their border

thanks you for make it available, i will give it a try when i have some time, i for now are playtesting my 1.02 version of my test of arms mod, tested at allied +2 with oil rules on and win as axis at november 42 but computer opponent have stablished a good fight, glad surprised that western allied in 1.02 attack france from 1942 onwards, effort in russia weakened strongly axis efforts, i play around with a house rule to not stay on beach head hexes, as may block disembark and do not want to this to happen, today start to play at large allied advantage (+3), but without oil rules, if all goes fine will make it public on two or three days around from today, i am glad to see more mods available to try them out,

Not sure how this one will work vs ai though it shouldnt be too bad. It is primarily designed for play vs humans.

Ok so who wants to play me and try it?

I suggest making, if you have the HD space, a simple duplicate game folder. Just select the folder, hit copy, and then paste - you will get "copy of commander..." and now have a fully functioning copy on the same HD that you can mod without affecting your un-modded game.

anyone can try - and old strategies may not work because of the new setup, so its a good way to go.

I can start and play the modded game, but I did not play long with it, so I dont know if any problems will appear later on.

I'll still be there in 3 hours, but I claim the handicap of being tired as an excuse if I lose... :P

Ok - I have not actually played it either but have tested it somewhat and didnt notice any issues. I thought of a tweak or two but no specifc gameplay problems I know of. Talk to ya then.

I wanted to bring this thread back up because I was thinking of posting something about the historic use of the Bulgarian Army and Bulgaria's role in the war. I searched and found this thread that has some interesting rules.

Vypuero, these are good rules, and several of them are similar to what I have seen in other games. Not sure if you give the reasons for them elsewhere, but I think they are worth noting as some might say, for example, "why would I not want to use the Bulgarians to take out Odessa?"

Bulgaria never did declare war on Russia. They joined with the Axis to take back land lost in the Balkan Wars and in WWI, and in fact grabbed parts of Greece (Thessalonika) and Yugoslavia (Macedonia) after those two were conquered. However, due to sentiments in Bulgaria (Russia helped gain Bulgaria its independence less than seventy years before the WWII) and cultural similarities, declaring war on Russia would not have been feasible. Bulgarian forces did operate against partisans in Greece and Yugoslavia, however, and did declare war on the US and UK. And they fought against the Germans once the Soviets swept in during Sept. 1944.

Romania and Hungary hated one another (and that feeling persists with many today, btw). I read somewhere (sorry, can't provide cite) that they maintained a militarized border during the war despite fighting on the same side. This goes back to control of Transylvania, which Romania gained at Hungary's expense after WWI. Hungarian nobility controlled much of this area under the Austro-Hungarian Empire. So it is entirely true that these troops should never enter one another's territory, and they should not even fight side by side (you could add to your rule something like Romanian and Hungarian troops cannot attack the same unit on the same turn, e.g.).

What is the historical reason for Finnish troops operating only close to their border? Political or military logistics?

Also, good point on the Anglo-French cooperation. I think it would be interesting to be able to have a chance to capture fleet units (damaged as a result or intact) when one conquers a country. Certainly this was a headache for the British with a significant French fleet in North Africa in 1940. The British had to go in and sink them because the French refused demands to either surrender their vessels or scuttle them. That shows--albeit after the war ended for France--the attitude between them.

The Finns never even helped attack Leningrad, truthfully - they just wanted the territory back that the Russians stole from them (which they lost again after Russia won the war). So a case could be made to make them more restrictive, if anything, but I opted for the 3rd reich rules.

Sorry it has not been updated for the newest version so it is not valid any longer. I am instead working to improve the new patch for us. At some point I may revisit the idea, but for now I have not done so.

As has been said, the Finns only joined the war (the so-called 'Continuation War') to regain territory lost after the Winter War - despite the Germans' best efforts they refused to attack any deeper (one of their military strengths was knowledge of the terrain, and it was rather good defensive terrain too). If the Finns had moved further, the Axis could potentially have cut Leningrad off completely, and helped the seige along in their favour - hence having full use of Finnish forces in the game gives one a rather large advantage over our historical counterparts.

As for the British fleet sinking the French - it was not so much because of any antipathy between the British and French, but rather that the Brits were worried about that fleet being put into German hands (despite the Vichy terms saying that wouldn't happen, who can blame them for not putting trust in Hitler's word?).
