1.3 Research Lab/Construction Bay Commands Incorrect

The former icons for the research lab and the command bay shows +1 each.

In reality, they provide +3.

No they only provide +1.

You get +3 in total because you affect one worker to that tile who already provides +2, so for a grand total of +3.

So pollution +/- (forests/fungus) is the only passive modifier that applies whether or not the territory is assigned a worker?

The + habitat and + credit tile improvement also does not need to be worked.
