[FIXED] Warning when trying to build without enough funds

That situation is a bit embarassing. I was pretty low on money, but knew that my budget was going to rise in the next few turns. So I thought it was a great idea to upgrade the facilities during that time. I just forgot it costs money. And, as I discovered, the game doesn't warn you for building without sufficient funds, so you can actually get your budget in the negative numbers.

I ended the turn at -3,500$ or so, the inter-turn sequence went normally, then I got fired at the beginning of next turn :|

So I think that a warning like "You don't have enough funds" would be welcome, as it exists when planning missions.

Thanks for this suggestion. I've added some code so that the build/upgrade button becomes disabled if you don't have enough funds to perform the operation. You will get the change in 0.7.10.
