It is visible on all screenshots you can find in the internet. It is most prominent when you zoom out. One has to zoom in very close to get a clear picture but then you do not have a good overview.
It's not designed to be toggleable, but if it is really irritating you then you can alter the fog values in the lighting files. Scenario specific lighting files are in the SCENARIOS folder of each campaign, named *_lighting.txt, and the default lighting files are in DATA/LIGHTING. Increasing the START and END values in the [FOG] chunk will reduce the fogging.
