Portable Defences
Do units with PD capability have to declare them at deployment, or are they allowed to spring them as a surprise on unsuspecting cavalry ( which is obviously more fun )

Whilst being more fun not to, you do have to declare if troops are carrying PO's.
Relevant section states something like "troops must be fully booked defined as they are placed on table"

Most things in FoG are designed to be open and transparent. Some lists require all BGs of a certain type to have POs or none at all - eg 100YW English LB. Other lists are more flexible- eg Han Chinese. Imagine the problems that might arise if only half your BGs actually had POs but miraculously all those anywhere near mounted were so equipped - and you weren't required to disclose.
Open and honest makes for a better gaming experience. No-one likes nasty surprises.

Yes if you look closely Wallace invents both napalm and the pike. No one had ever thought of a sharp stick before an Australian arrived amongst yee.

Well naturally, but they had to deliver with rolling trees IIRC.
