Camps in the Maneuver Phase

I have played FoG through three editions now and have yet to see the issue of how camps are treated during the Maneuver Phase addressed. During the Maneuver Phase we play BG's can move through an unfortified camp as through open ground but no part of the BG can end its move in the Camp. We treat fortified camps as impassable terrain. We also prohibit any part of any BG from starting the game in a camp. Is this anywhere near how others play?

What are the issues?

The issue is the rules are completely silent on how you can move - if at all - through a supply camp during the Maneuver Phase and if a fortified and unfortified camp are treated differently.

The other issue is whether or not troops can begin the game deployed in either type of camp.

Well it's not a permitted interpenetration so you can't, and if you can't legally interpenetrate it, you have no movement in there so can't deploy in it

That would be my take on it. The rules say what you are allowed to do. Not what you are not allowed to do

Well, OK. But the interpenetration rules seem do deal strictly with troops. There is no mention of meeting obstacles in this section.

Pg. 45: "Interpenetrations are situations where you can move through friendly troops, and where there is no penalty for doing so."

True, but like I said the rules tell you what you can do.
IIRC, routers can go through unfortified camps, evaders turn 90 and go round

True, but like I said the rules tell you what you can do.

As Phil says "The rules tell you what you CAN do, NOT what you can't do".
The book would be 3 times as thick if we had to list everything you can't do.
