Okay, I wasn't aware the Intel report listed units which had not yet been detected.

You are right. Visiting a village with a smoke signal really only makes sense if you have the resources to act on the intel, if received. It's really kind of gamey that often the intel received is from some location all the way on the other side of the map, so you cannot really assess if you will be able to make use of the intel. It's very chancey.

I wonder, what kind of stuff you could do else in the current settings?!
I was thinking about M.A.S.H. units for healing either in the field or providing hearts and minds as it brings doctors and medical support to the villages. Maybe letting it have a zone of effect and villages withing get a H&M boost. It could come with outbreaks of illnesses in several places which can be countered that way. Destruction of such an asset by taliban/militia should, however have a big negative political impact as the player is unable to protect the medics and civilians.
The ANA Police option mentioned above was a cool idea as well. Those units could help decrease the chance of water towers breaking down due to sabotage while 'parked' in a village. Maybe after training the units can be 'sacrificed' in a village to add a police station of a kind or have material to spawn such a thing. These could auto-gather intel and maybe provide a very small buff to H&M. I imagine people do not want to see armed soldiery every day whether enemy nor friendly but policemen are a common sight providing a feeling of calm and security.
Maybe protection of historical sites to prevent the Taliban to loot and destroy cultural heritage? There are many more options.

Visiting villages also generates PP and identifies mines that can be cleared for PP.
