It's the Archon engine and has been used for a number of games.

The only one I can remember now is Warhammer 40,000: Sanctus Reach, though Pike and Shot, Sengoku Jidai and Battle Academy were built on its predecessor.

Thanks! What was the philosophy behind the design of the Archon engine? Does anybody know some more of its history?

As far as I know it was designed as an all-purpose engine for turn-based wargames.

You’ll be surprised on what Archon can do. Some upcoming games also use it but in a completely different way as the games mentioned above.
