Smolensk and invincible artillery

AI artillery on level grassland.
I shot 5 times with artillery and 4 times with infantry and inflicted no damages.
The AI artillery was devastating.
Actually my shots and charges were really lame and the AI was very strong.
How is it that the same situations are so terrible on different maps?
