Building a Blacksmith (and other things)

Since blacksmiths are developed at the start of the base scenario for Egypt, I believe they can be built, but have not discovered how. Moving a settler to a suitable desert tile between mines does not open any options in the bottom row. Building a road there makes no difference. I am low on coal, but the reference in the online documents does not indicate any particular prerequisites to build.

I searched each of the 57 references in the manual to "blacksmith" without any clarification as to how to build a blacksmith. P.S. my guess is that same issue will come up if trying to build any other facility in the countryside.

P.S. Any way to remap to switch the left and right click functions?
