The third 'True/False' entry appears to be whether the nation is a 'Major' nation or not. For example, setting that flag to True for nation 3 (Ottomans) and they are a playable nation with manpower and production etc.

They can buy all the normal units but there is no picture for Ottoman Privateers. Everything else appears to be OK.

I have not deciphered the other 3 true/false flags yet though.
