1.06 Kolchis mission Rebuilding the old citadel of Kartly

I have an issue with the mission. The game does not want me to build the fort.

I have now had two attempts to build a Fort during the 35 turns the mission lasts. So 70 turns in all, and I have had in all 19 times possibility to build something during those turns. I do fulfill the requirements to build a Fort, but the game never ever gave me the chance to build one.

I don't know if I have been unlucky or extremely unlucky, but I think the chance to get the Fort to be built should be *much* higher during the time of the mission. If during 70 turns and 19 attempts to get a chance to build the Fort the option wasn't there even a single time, then the chance is too low.
