italian early activation

An early italian activation should occur when Alps / North Africa are devoid of ground units (I don't know if it is possible).

The French units in North Africa and Corsica will only spawn on the turn Italy is activated. So players no longer have to transports lots of garrisons from France to Africa.

There are some rules regarding Italian early activation and that is linked to the Allied naval presence in the Med. Empty the Med because you want to hunt subs and you get Italy activating early.

France now only have a garrison in Nice and a mountain unit in the Alps. Not much to transport to the front line.

I knew that .I said that the displacement of french units from Alps to the front line (before the dow of Italy) could justifies an early italian activation (Alps without defence). That's make a difference when the german offensive starts in februar and the italian activation takes place in the late of june. The difference is low when respective date are march and may.
