DLC Scenarios standalone with outdated troups ?
Whenever I touched Panzergeneral I again (after having won everything), I didn't start a campaign, but tried the scenarios standalone which was a challenge with the potpourri of troups, so instead of a huge Tiger force, I had a mixture of Panzer III and IV.
Now, how does this work with the DLC scenarios?
I can't see them. Are they prepared for stand-alone with a defined set of (outdated) units?

You can use the scenarios from the DLC: Grand Campaign as standalone scenarios.

Please note, that the scenarios are not balanced for being played as standalone but rather to be played in a campaign.You need to copy DLC scenarios you want to play to custom scenario folder (%My Documents%\My Games\Panzer Corps\Scenario, create the folder if it does not exist), then inside the game select "Custom..." in scenario list and choose which scenario you want to play.
I keep seeing references that the campaign scenarios are not balanced as individual scenarios. This explains it really:
It's quite simple really. For the AI to function optimally, it requires some pretty heavily configuration. Reinforcement settings, pre-placed units, AI triggers, timing configuration, and so on. The DLC are designed as campaigns from the German perspective, so the Allied AI and starting force has been configured as such, but the German side has not because the German side has been configured to be played by a Human player.
Same reason the MP maps don't show up in the scenario list by default. There is no proper AI configuration built into any of those maps. Sure they're playable with the AI which is why you can move the scenarios if you want, but they aren't optimized for it.

From the German perspective, I would say each scenario is configured on the same level as you have in the original campaign maps turned into scenarios.
Looking at some of the BETA 1942 maps... all the units are fairly up to date, but there definitely isn't any scenario of just placing all the best units. There are no Panzer IIs, or early variants of Panzer IIIs and IVs for example though.

I tried doing this above procedure and no joy! I created a dir named Scenario in my Panzer Corps folder moved the scenarios from the DLC into it and tried it in the game, no scens show???

Let's suppose that I wat to play Lodz scenario from DLC 39.
I'll copy "Lodz.pzloc" and "Lodz.pzscn" from Panzer Corps\DLC\GC39\Data to My Games\Panzer Corps\Scenario

for me doesnt work I have ntb with Windows 7. I have my game in C:\Programfiles(x86)\Slitherine\Panzer Corps\ Where I must make folder Scenario to play them? Thanx very much.

Scenario folder does not depend on the game installation location, it is complete separate. In WIndows 7, click Start->Documents, and then go to My Games/Panzer Corps/Scenario.
